National Officiating - Level 3 and 4

Purpose

Level 3 and 4 are the two Advanced or National officiating qualification levels defined by AGOA.

  • Level 3 is the first National level officiating level for officials who are being selected for higher quality games.

  • Level 4 is the National development level where advanced skills are embedded and experience is broadened. Commonly used as the selection level for international events.

National Selection and Annual Currency

National Selection

  • National Selection priority is given to given to Active officials.

  • An Official may be Active On Field or Off Field.

  • National On Field selection will only go to Active On Field officials.

  • Failure to observe the Currency criteria means the official becomes Inactive.

  • An Active On Field official cannot be Chair of the Selection Panel.

National Currency

AGOA requires that National Level Officials maintain currency in accordance with the following minimum policy guidelines:

  • Maintain State level currency

  • Be available for all National competitions

  • Participate on field at a minimum one year in three

  • Participate in a review category (eg video review, mentoring etc) at a minimum one year in three

  • Only be unavailable for any national role for no more than one year in three

Qualification Management Policy

Level 3 - National Official

Level 4 – National Official

OFFICIATING LEVEL:

  • Competent official in State and National League games

Performs competently at a national level in a crew of 8 (incl. Chain crew, commentators)

EXPECTED ROLE:

  • Regional Referee or Specialist

  • Selection for National events and tournaments, also for appointment to one-off Zone level games

  • Can also qualify as

 Referee

 Flank Official

 Deep Official

 Umpire/ Centre

  •  Officiating Instructor (with Coaching / Instructional certificate)

  • Advanced National level official

  • Selection Zone for L5 International level official

  • Regular consideration for Zonal events

  • Can also qualify as

 Referee

 Flank Official

 Deep Official

 Umpire/ Centre

Officiating Instructor (with Coaching / Instructional certificate)

EMPLOYMENT -

ON-FIELD:

  • On field likely positions: Local Referee or National Specialist

  • On field likely positions:  National Referee or Specialist

AWARDED WHEN:

  • After the completion of Level 2 plus:

    • additional one season of games

    • advanced officiating principles course

    • online American Football Advanced officials course,

    • on field assessment, and

    • formal examination – pass mark min 70%

    • attendance at a national officiating clinic

  • Held for three years and renewed if requalified

  • Ongoing professional development 

  • Annual currency criteria apply

  • After completion of Level 3, plus

    • additional two seasons of games

    • presentation at a national officiating clinic

    • three on field assessments, and

    • formal examination – pass mark min 75%

    • Held for three years and renewed if requalified

    • Once complete – set by national AFOA

  • Performs in front four positions regularly in National level games

  • Ongoing professional development 

  •  Annual currency criteria apply

ANNUAL CURRENCY:

  • Annual mechanics review

  • Recognised Officiating clinic (min one day)

  • Minimum 20% of available games at local senior level

  •  Annual mechanics review

  •  Recognised Officiating clinic (two day)

  • Minimum 20% of available games at local senior level

  •  Selected games at national level
